A Pan-London Business Case for Net Zero Neighbourhoods

Working with Living Places and 3Ci, Polygon founder Elizabeth led the Strategic and Management Cases of a five-case outline business case for a London-wide Net Zero Neighbourhood Programme. The work designed a scalable, area-based delivery model for decarbonisation integrating retrofit, governance reform and cross-borough coordination into a coherent programme structure.
Outcome: An outline business case containing a blueprint for neighbourhood-level net zero delivery, capable of scaling across London and replicable by other combined authorities.
Impact: The business case is being used by London Councils and the West Midlands Combined Authority in negotiations with central government on future decarbonisation funding. It has also contributed to wider sector debate on governance and delivery models for area-based net zero programmes, including coverage in Inside Housing.
